Dr. Abdulrazaq Yusuf Ahmed is a nationally and regionally recognized leader in health systems reform, public governance, and institutional development. With over 15 years of senior-level experience across health policy, hospital administration, emergency response, and health financing, he has built a distinguished career dedicated to strengthening public institutions and advancing Universal Health Coverage (UHC) in Somalia.
As the Founder and Chairperson of Riyaada Institute for Leadership and Academy, Dr. Abdulrazaq provides strategic direction and vision for an institution committed to cultivating transformative leadership and effective governance. Riyaada Academy operates as a center of excellence for leadership education, professional coaching, and institutional capacity-building, equipping emerging leaders with the skills and ethical frameworks necessary for impactful public service and organizational transformation.
Under his stewardship, Riyaada Academy has become a leading institution for leadership and governance, offering structured training, mentorship, and research-driven programmes that address the unique challenges of fragile and post-conflict systems. Parallel to his work at Riyaada, Dr. Abdulrazaq serves as Director General of the National Health Insurance Authority (NHIA), where he is spearheading national efforts to establish sustainable health financing mechanisms, strategic purchasing arrangements, and institutional reforms that support equity and financial protection in the health sector. His leadership has encompassed critical roles in the Federal Ministry of Health & Human Services, where he has overseen health workforce governance, hospital transformation, national emergency coordination, and policy implementation.
An accomplished academic and thought leader, Dr. Abdulrazaq is a senior lecturer, postgraduate coordinator, and mentor, contributing to the development of future health professionals and public leaders. He has authored 47+ scholarly publications on health systems, governance, mental health, and public-sector transformation. His work has informed policy, strengthened institutional practice, and reinforced Riyaada Academy’s mission to advance evidence-based leadership and governance reform.
